Summary
In 2024 City Council approved an agreement with Cobb, Fendley & Associates associated with a Broadband Needs Evaluation and Comprehensive Broadband Master Plan.
The plan was presented to City Council on June 9, 2026. The plan called for implementing a "Dig Once" policy/ordinance that would require that telecom infrastructure is placed at the same time as any new construction or reconstruction projects. This agenda presents a draft model ordinance to facilitate this "Dig Once" policy that has also been included in the Engineering Design Manual (EDM).
The Broadband Master Plan also called for providing for an allowance for micro-trenching. That allowance was also indicated in the EDM.
On October 27, 2026, City Council indicated during the work session conversation about the EDM that more information should be included to not just allow for micro-trenching, but to allow a standard.
This agenda item will discuss a "Dig Once" policy, present a draft model ordinance, and discuss several potential items for consideration in drafting a new micro-trenching policy and process.
