Summary
Approving this item allows the City Manager to execute the development agreement, ensuring extra-territorial status of the property for the 15 year term of the agreement, with two successive and automatic renewals for a total of 45 years. Properties, such as this one, appraised for ad valorem tax purposes as land for agricultural or wildlife management use, may not be annexed by the CIty unless the municipality offers a development agreement to the landowner and it is refused.
Status
The development agreement applies to a 223-acre tract located along both sides of Wells Branch Parkway, east of Immanuel Road.

The City Council passed a Resolution in August 2012 directing staff to offer non-annexation development agreements to eligible property owners in the Pflugerville extra-territorial jurisdiction (ETJ.)
