Summary
The proposed agenda item requests approval of a conditional purchase agreement and associated conveyance documents between City of Austin, Parcel No. 4 (located at 7113 FM 969 in Austin, Texas) and the City of Pflugerville as necessary to acquire real property interests for the Secondary Colorado River Raw Water Line Project and authorizing the City Manager to execute the same.

The Secondary Colorado River Raw Water Line Project requires the acquisition of property, including a temporary construction easement, as well as access easements to facilitate the construction of the new raw water line. This project will transport water from the Colorado River to Lake Pflugerville, running parallel to the City’s existing raw water line to provide additional water supply to support Pflugerville's current and future needs. It includes approximately 15 miles of 42-inch water pipeline and improvements to the Colorado River Intake Pump Station, increasing water transfer capacity from the Lower Colorado River Authority from 12,000 acre-feet per year to 24,000 acre-feet per year.

This conditional purchase agreement with the City of Austin, valued at $219,660 based on the appraised amount, grants a temporary construction easement for the project. On January 30, 2025, the Austin City Council approved the agreement as a part of its consent agenda. We are currently awaiting the signed agreement from the City of Austin. The transaction will be finalized upon Council approval and receipt of the signed documents.
