Summary
This agenda item requests approval of a professional services supplemental agreement (PSSA) #1 in the amount $382,863.71 for Kimley-Horn and Associates, Inc to complete design, bid, and construction phase services.
This extension of Abbeyglen Castle Drive to Limestone Commercial from Pfluger Farm Road is identified on the City's Transportation Master Plan (TMP) as a Minor Collector roadway, and in the FY2026-2030 CIP plan as project TR2801. As a Minor Collector, these streets provide access to local retail, business, and are ideal for pedestrian and bicycle routes.
This extension is expected to function as a relief road for Limestone Commercial, which will improve local access and vehicular circulation by providing an alternative route to access neighborhoods and the Stone Hill Town Center to the east.
With the approval of this PSSA, the total spent on design for Limestone Commercial will be $603,366.71.

Prior City Council Action
The initial professional services agreement was approved by City Council on October 22, 2024 in the amount of $220,503 for Kimley-Horn and Associates, Inc for preliminary engineering and design services for the Limestone Commercial to Pfluger Farm Lane North project.
