Title
Approving an agreement with Freese and Nichols, Inc. in the amount of $38,543 for professional engineering services for a preliminary engineering report associated with the design of the Pfennig Pump Station and Ground Storage Project and authorizing the City Manager to execute the agreement.
 
Summary
This project will improve the City's pumping capacity so that we can serve our water customers in the western part of Pflugerville.  This agreement includes a study phase to evaluate the existing infrastructure, confirm the operational requirements of the system, and identify the technical requirements of the expansion. The purpose of the study phase is to determine the infrastructure required to meet customer demands that are projected to increase by October of 2014.   At the conclusion of the study phase, a supplemental agreement will be drafted for the necessary scope of preliminary design, final design, bid and construction phase services as determined by the study phase. The supplemental agreement will be brought to the City Council for approval
The attached agreement has been reviewed and approved as to form by the City Attorney.
Status
City staff has negotiated with Freese and Nichols, Inc. to establish a schedule and fee for the project. Freese and Nichols, Inc. was selected as the most qualified firm for this project.  The City Council approved staff to begin negotiations with Freese and Nichols, Inc. on July 9, 2013.
 
Projected Future City Council Action
Consideration of a supplemental agreement for professional engineering services following the study phase of this project.
 
Fiscal Impact
This project is included in the approved Utility CIP and will be funded with existing bond proceeds.
 
Staff Recommendation
Staff recommends approval of the agreement.
