Title
Discuss and consider action to approve the selection of Halff Associates, Inc. for the preparation of an Athletic Complex and Randig Tract Feasibility Study and authorizing the City Manager to enter into negotiations regarding a scope of work and fee proposal.

Summary
The City of Pflugerville solicited requests for qualifications from engineering and architectural firms to study the feasibility and possible recreational uses for an Athletic Complex and the Randig Tract in February 2012. The Randig Tract is 115 acres of vacant land on the east side of the City, off of Weiss Lane near Lake Pflugerville.
The requests stated that the selected firm would:
1. Determine if an Athletic Complex is warranted for the City.

2. If an Athletic Complex is warranted, what should it look like, costs and where should it be located?

3. If the Randig Tract is not the right location for the Athletic Complex project, provide an alternative plan for the Randig Tract by recommending the most feasible recreational use for the land to support the City’s Parkland System.

Status
City staff received seven (7) proposals. A review team made up of Jim Bowlin, Parks and Recreation Director; Tom Word, Assistant City Manager for Community Services; and Trey Fletcher, Assistant City Manager for Economic Development reviewed and scored the proposals. Two firms, Halff Associates, Inc. and Baker-Aiklen, Inc., were selected as finalist and asked to interview.

Projected Future City Council Action
A future agenda item will be scheduled to approve the contact for the feasibility study. Staff anticipates negotiations to take place in the next couple of weeks and a contract to be presented before Council for review and consideration by July.

Fiscal Impact
The funding for this study will come from the General Capital Reserve Fund.

Staff Recommendation
Staff recommends approval to begin negotiations.
