Approving a Professional Services Agreement with Walter P. Moore in the amount of $273,700 for professional engineering services associated with the Lake Pflugerville Dam Emergency Action Plan Update, and authorizing the City Manager to execute the same.

Summary
The Lake Pflugerville Dam and Spillway are required to have an Emergency Action Plan (EAP) to plan and prepare for any potential breaches or failures in the earthen dam or in the concrete spillway. This update will revise the hydrologic model for Lake Pflugerville based upon any changes to watershed conditions and reservoir volumes. This EAP update will also evaluate the capacities of the bridges at Weiss Lane and the crossing at Jesse Bohls Drive to ensure that any events that are above the Probable Maximum Flood (PMF) for the spillway don’t cause downstream damages to these bridges. This Plan also identifies and evaluates any repairs that may need to be made to the dam to ensure that the dam and spillway continue to operate properly.

The current EAP was developed in 2006 by HDR after Lake Pflugerville was put online and was updated in 2011 and 2017 by HDR to comply with the TCEQ requirement that the EAP be updated every 5 years. The EAP updates also look and update any property owners that are downstream of the dam in order to obtain updated contact information of landowners that could be affected in the event that the Lake Pflugerville Dam were to have a failure. At the end of this analysis and update, Walter P. Moore will submit the updated EAP to TCEQ as required by rule and will address any concerns that TCEQ may have regarding the EAP.

This item is budgeted out of the Utility Administration budget and is noted in the budget as the Lake Pflugerville Dam EAP Update. Given the cost of this PSA is higher than was anticipated when the budget was approved in 2021, it may require a future budget amendment.
