Discuss and consider action to approve a resolution authorizing the competitive sealed proposal (request for proposal) procurement method for the construction of the renovations to the Pflugerville Public Library.
Summary
The Pflugerville Public Library expansion was completed on April 20, 2013. The expansion was funded with General Obligation Bonds ($7 million) authorized by Pflugerville voters in 2008. A small balance of the bond funding remains following the completion of the project which can only be applied to this facility.
The Library's leadership has identified various components that should be addressed and can be implemented with the remaining bond funding amount of approximately $188,000. The scope of work includes external improvements such as:
- improving pedestrian safety in the parking lot with the installation of sidewalks
- improving utilization of the courtyard with the installation of a shade structure
- improving the former entrance with landscape enhancements to deter patrons attempting to use the old front door.
Internal improvements include the integration of a makerspace into the existing computer lab and repurposing the underutilized quiet study area as the computer lab.
According to the Open Education Database website (http://oedb.org/ilibrarian/a-librarians-guide-to-makerspaces/) "Makerspaces, sometimes also referred to as hackerspaces, hackspaces, and fablabs are creative, DIY spaces where people can gather to create, invent, and learn. In libraries they often have 3D printers, software, electronics, craft and hardware supplies and tools, and more."

The plans and specifications are complete and the procurement process is pending approval of this item.
Deadline for City Council Action
November 10, 2015 in order to maintain the project schedule.
Projected Future City Council Action
Per the attached schedule, on January 12, 2016 City Council would select the top proposer.
