Summary
The Texas Human Resources Code Section 42.041 (b) (14) provides an exemption to child care licensure requirements for an elementary-age recreation program operated by a municipality provided that the governing body of the municipality annually adopts standards of care by ordinance after a public hearing for the program. This ordinance has been provided to establish these standards of care in order to exempt Pflugerville Parks and Recreation programs from state child care licensing requirements. These standards of care are intended to be minimum standards by which the City will operate its Parks and Recreation Department summer camp and other programs. Pflugerville Parks and Recreation programs are recreational in nature and are not child care programs.
One change was made to the current ordinance approved by CIty Council April 23, 2024. The added weather safety guidelines under Program Operations to establish policies for hot and cold weather conditions, aligns with the standards of the University Interscholastic League (UIL), Pflugerville Independent School District (PfISD), and the National Oceanic and Atmospheric Administration (NOAA). These guidelines ensure the health and safety of participants by providing clear protocols for extreme temperatures.
