Approving an ordinance on second reading with the caption reading: An Ordinance of the City of Pflugerville, Texas Adopting the Pflugerville Fee Schedule; Amending Certain Fees and Establishing Costs and Fees Charged by the City of Pflugerville; Providing for a Penalty for a Violation of Section 10.99 of the City Code of Ordinances; and Declaring an Effective Date.

Summary
Please find the attached ordinance which updates the Master Fee Schedule for fees effective beginning October 1, 2022. The Master Fee Schedule is attached to this ordinance and has also been included in the Fiscal Year 2023 Budget as Appendix A.

This schedule outlines the fees to be assessed for FY23 for a variety of services, permits, activities, and events provided by the City. The City Council's Finance and Budget Committee (FAB) received information from each of the following departments regarding the proposed fees:

Parks and Recreation (Recommended by the FAB Committee on May 26, 2022)
· Facility Rentals
· 1849 Park Facility Fees
· Athletic Event Impact Fees
· Special Events
· Recreation Center Fees
· Senior Game Pass
· Aquatic Fees

Library (Recommended by the FAB Committee on May 26, 2022)
· Pflugerville Merchandise Fees

Development Services (Recommended by the FAB Committee on May 26, 2022)
· Misc. Developer Fees
· Subdivision Fees
· Permit Fees
· Inspection Fees

Water and Wastewater (A vote of 2 - For and 2 - Against by the FAB Committee on July 28, 2022)
· Increases in water/wastewater rates that result in an average bill impact of $21.00 per month

Recycle Center (Presented to the FAB Committee on August 18, 2022)
The Finance and Budget Committee met on August 18th to review fees for the Recycle Center. Staff recommended new fees for city residents for appliances, transmission fluid/oil, and antifreeze.
