Title
Approving a professional supplemental service agreement with Halff Associates, Inc. in the amount of $144,682.02 for required Project Administration, Bidding and Construction Phase Services associated with the Historic Colored Addition Subdivision (HCA) Russell St, Caldwells Ln, Taylor St, Lincoln Ave, and Grant Ave Infrastructure Improvements (TR 1904) Project, and authorizing the City Manager to execute the same.

Summary
The City is considering Professional Supplemental Service Agreement (PSSA) to account for updated hourly rates and additional project efforts required for construction administration and materials testing.
The original PSSA, executed on February 25, 2020, includes hourly rates that are now outdated because of the five year time gap to date. With the project now extending into 2027, Halff Associates has revised their hourly rates to reflect the duration of the project. The adjustments include reassigned staff hours, city-requested services under Phase 1200 for additional design, and updated rates for Phase 900: Utility Coordination & Phase 1000: Construction Material Testing, while maintaining the scope of work outlined in the initial contract dated February 25, 2020.
Approving this Professional Services Supplemental Agreement ensures the project remains on track with necessary funding adjustments to support its successful completion by the summer of 2027.

Prior City Council Action
City Council approved the Discretionary Service Agreement (DSA) with Oncor in the amount of $498,551 for relocation of overhead utilities to underground facilities associated with Historic Colored Addition Subdivision (HCA) Russell St, Caldwells Ln, Taylor St, and Lincoln Ave Infrastructure Improvements Project at the February 11,2025 meeting.
