Title
Approving a professional services supplemental agreement with CP&Y, Inc. in the amount of $2,187,985 to provide Owner's Representative Pre Construction and Construction Phase Services associated with the Wilbarger Creek Regional Wastewater Treatment Facility (WCRWWTF) Phase 1 Construction project, and authorizing the City Manager to execute the same.

Summary
This agenda item request approval of a Professional Services Supplemental Agreement with CP&Y, Inc. in the amount of $2,187,985 for Owner’s Representative services associated with the WCRWWTF project. This item supports the Infrastructure pillar of the Strategic Plan by expanding the City’s wastewater treatment capacity to meet current and future growth.

Given the importance and the technical complexity of the Wilbarger Creek Regional Wastewater Treatment Facility Project, an Owner’s Representative (CP&Y, Inc.) was approved and brought on board to assist the City by serving as the liaison between the design consultants, pre-purchased equipment contractors, regulatory agencies, funding partners, and assisting with the successful completion of the Preliminary Engineering, Design and Bid phases. This Supplemental Agreement with CP&Y, Inc. is necessary to continue with Pre-Construction and Construction phase of the Wilbarger Creek Regional Wastewater Treatment Facility Project.

The Owner’s Representative will cover: providing coordination with the contractor, design consultant, construction manager, while meeting the requirements of regulatory agencies and funding partners. Included in this work is the review of cost estimates, contractor’s procurement, parallel estimates for proposed work and any cost savings, the development of early construction work packages, and assessment and review of the project construction guaranteed maximum price.
