Approving a professional services agreement with CP&Y Inc., dba STV Infrastructure, in the amount of $244,521 to provide owner representative services associated with Kelly Lane Wastewater Interceptor, and authorizing the City Manager to execute the same.

Summary
This item provides for Owner’s Representative services to assist the City and act as the City’s representative and liaison between the consultants, contractor, approval agencies and other vendors throughout the project. The Owner’s Representative, in general, shall coordinate all project matters during the design and construction phase. The Owner’s Representative shall advocate for the City interests of quality, timely and cost sensitive design and construction. The Owner’s Representative will be responsible for aligning the project with the City’s goals and objectives and overseeing the delivery of the project at the best value and highest degree of functionality and quality. However, the Owner’s Representative will not replace the design engineer, contractor and other consultants.

This project is presented in both the Fiscal Year 2023 Utility Capital projects as well as 2020 Wastewater Master Plan. In the City of Pflugerville approved 2020 Wastewater Master Plan, wastewater rehabilitation projects were identified based on a risk-based assessment of all wastewater pipelines and nearly all the City’s lift stations to assist in the prioritization of recommended operations and maintenance improvements. This project supports the 2021-2025 Strategic Plan for Infrastructure, "Maintain infrastructure to ensure resiliency and operability at all times."

Given the significance of the Wastewater demand and critical design for interconnection and decommissioning of four lift stations the Owner’s Representative is aligned with the team to assist the City with the successful delivery of this critical project.
