Summary
This agenda item requests approval of Professional Services Supplemental Agreement (PSSA) No. 4 with Quiddity Engineering, LLC (Quiddity) in the amount of $566,600 for services as the City’s Owner’s Representative and General Engineering Consultant (GEC) for the 2020 General Obligation Bond Parks Projects.

Quiddity initially supported the program as a subconsultant to the previous consultant, providing technical design oversight and project management. Through this work, they demonstrated a high level of responsiveness and established continuity across multiple Parks Bond projects, including Wilbarger Creek Park Phase II, Murchison/Mallard Neighborhood Park, 1849 Park Phase 1B, 1849 Park Phase 2, Kelly Lane Neighborhood Park, and Picadilly Neighborhood Park. Their performance during this period positioned them to assume the role of the City’s designated Owner’s Representative and GEC for the Parks Bond Program.

To formally evaluate their capacity, Quiddity was awarded an interim professional services contract in the amount of $48,605. Based on their successful performance, City Council approved Quiddity on May 9, 2023, to continue serving in the dual role of Owner’s Representative and GEC for the Parks Bond Program.

Under the City’s direction, Quiddity has represented the City’s interests by providing program management, consultant coordination, construction oversight, and support services necessary to advance the Parks Bond Program.
