Summary
This agenda item requests approval for the purchase and installation of new playground equipment, shade structures, and a pavilion from Whirlix Design, Inc. (BuyBoard vendor contract #679-22) for the Murchison Park Project (CIP# PA2009 Murchison Park). This park improvement is located along Tranquility Lane (see attached Murchison Park Improvements Map), and the playground and shade structure specifically are located between the dog park and splash pad.

The Murchison Park Project is part of the 2020 Parks Bond Improvement Program and addresses long-standing needs identified in the City’s 2013 Undeveloped Parks Master Plan. Originally constructed in 2004, the area is now 20 years old and ready for significant upgrades to better serve the surrounding community. Project improvements include expanded trails, site furnishings such as benches, picnic tables, and water fountains, scenic overlook areas, and enhanced landscaping.

This item considers that the construction contract awarded to G. Creek Construction Company for Murchison Park, originally valued at $1,210,786, has been reduced by $284,905. Through negotiations with the contractor, it was determined that cost savings could be achieved by purchasing the playground equipment separately from the original contract. This approach enables the City to buy the equipment and installation directly from Whirlix Design, Inc., at a cost of $240,818, resulting in a more expansive playground design that provides greater play value while saving the City $44,087 in project funding.
