Summary
Kelly Lane WCID No. 2 has asked the City to enter into a Professional Services Agreement for the operation of WCID No. 2. This is a routine agreement for Pflugerville and is recommended for approval by City Administration and Staff. The form of the agreement is approved by the City Attorney.
KM Avalon, Ltd. is a developer seeking to construct a water and wastewater system in the Kelly Lane WCID No. 2 District. Kelly Lane WCID No. 2 is seeking an agreement for the City to manage, operate and maintain the system. The City's subdivision process will be followed before any connections are made. The rates to be charged are shown in Exhibit B to the agreement attached.
The City will operate, provide customer service, invoice and collect fees, inspect and otherwise operate the system. The WCID has a 50 year wholesale water agreement with Manville WSC to provide the water. The term of our agreement to operate is for 40 years or until annexation.
