Title
Approving a Professional Services Supplemental Agreement No. 1 with CP&Y, Inc., dba STV for the Sorento Wastewater Interceptor Phase 2 project, in the amount of $699,307, and authorizing the City Manager to execute the same.

Summary
Request approval to award a Professional Service Supplemental Agreement with CP&Y, Inc., dba STV in the amount of $699,307 to provide construction management, inspection and materials testing services associated with the Sorento Wastewater Interceptor Phase 2 project. This project supports the infrastructure pillar of the City’s Strategic Plan and Comprehensive Plan by providing a safe, resilient infrastructure for our citizens, and is identified in the Utility CIP budget.

The Sorento Wastewater Interceptor Phase 2 project includes installation of approximately 2,618 LF of 18-inch fiberglass reinforced plastic (FRP) and 8,322 LF of 36-inch FRP wastewater line, including 25 polymer concrete manholes from Jesse Bohls Dr. to the Verona Lift Station and to Weiss Lane. Additionally, the project includes decommissioning of the Verona Lift Station.

Currently, the project is completing its Bid Phase with an anticipated Construction Notice to Proceed (NTP) by end of June 2025. The Interceptor project necessitates coordination with adjacent projects, involves open cut and trenchless pipeline installation, bypass pumping and connections to existing infrastructure, utility and permit coordination, and a lift station decommissioning coordination. This project is also an important part of the Wilbarger Creek Regional Wastewater Treatment Facility project, as it allows for diversion of flow from the Weiss Lane Lift Station to the new treatment facility when it is ready to startup. Construction completion is anticipated in August 2026.
