Presentation regarding annexation study.
Summary
Economic & Planning Systems (EPS) will provide City Council with a presentation on the annexation study and fiscal model they have developed which will assist with annexation decision making. The study consists of three tasks with the first focused on creating a fiscal impact model for providing city services. Through the model creation, EPS has established a tool that summarizes the fiscal impact of an annexation area based on development inputs as well as assumed capital costs to reach those areas. Using the fiscal model, the second task of the study evaluated six hypothetical scenarios within created service areas to provide an understanding of the model deliverables and a high level understanding of annexation implications. Municipal utility districts were not included in the scenarios due to their complexity and unique attributes associated with the different districts. The last task of the study is the creation of a decision matrix with recommendations for annexation policy based on the findings of the fiscal model and scenario evaluations.
Prior City Council Action
On February 13, 2024, City Council approved a professional services agreement with Economic & Planning Systems (EPS) to establish a study that is intended to assist with annexation decision making.
