Summary
The property is approximately 25 acres located at the southeast corner of Town Center Drive and FM 685 between the SH130 and FM685.  A special district is proposed for the construction of an outdoor commercial amusement facility, specifically a water/adventure park.  
 
Prior City Council Action
On October 29, 2013, the City Council held a public hearing and first reading of the ordinance for the special district use.  Two citizens spoke during the public hearing.  The first reading of the ordinance was approved unanimously.
 
Prior Planning and Zoning Commission Action
On October 7, 2013, the Planning and Zoning Commission voted unanimously to approve the applicant's request for a special district use of an outdoor commercial amusement park.
 
Staff Recommendation
Staff recommends approval of the ordinance on second reading with conditions of the special district request for a use of an outdoor commercial amusement use.  The request is compatible with the surrounding uses and is appropriate for this location.  The conditions include provisions to account for landscaping, height and site layout.
