Summary
Request approval of a Change Order to S.J. Louis Construction of Texas, Ltd. in the amount of $138,374 and seven (7) additional calendar days for work associated with the Secondary Colorado River Raw Water Line - Package 3 (WA-2201).
Following the July 2025 flood event, significant erosion was discovered near Blue Goose Road adjacent to Unnamed Creek, where both the City’s existing 30-inch raw water line and the new 42-inch pipeline are located. In coordination with the Engineer of Record, City staff evaluated options to prevent further erosion and protect both pipelines.
The proposed Change Order includes installing a concrete encasement around the pipelines at this location. This solution will provide long-term protection by limiting future erosion impacts to the encasement, reducing the risk of pipeline exposure or damage.
While similar protective measures were included in other sections of the project during design, this area was not previously identified as vulnerable. Simply restoring soil to original grade would not provide adequate protection against future flood events. This Change Order represents the most efficient and cost-effective approach to safeguard critical infrastructure in this area.
