Title
Approving an ordinance on second reading with the caption reading: An ordinance amending the City of Pflugerville Code of Ordinances Title XV Land Usage, Chapter 153 Planning, by adopting the Downtown Streetscape Master Plan; providing for severability; and providing an effective date.

Summary
The Downtown Action Plan identifies an immediate goal for a streetscape master plan to provide a vision for cohesive design elements for expanded and more aesthetic pedestrian spaces, sidewalks and accessibility, decorative pavement, street and pedestrian-scale lighting, landscaping, on-street and alley-loaded parking, wayfinding signage, and gateway improvements.

The Downtown Streetscape Master Plan primarily focuses on the major roadways within the Downtown Core subdistrict, including Pecan Street, Railroad Avenue, and the existing extent of Main Street; however, it provides a foundation and recommendations for streetscape improvements throughout the Downtown District based on the context of the street. The Plan contains background information, a community engagement summary, overall best management practices for streetscape design, existing streetscape inventory and analysis, recommended cross sections and improvements, cost estimates, funding sources, and potential phasing for implementation.

Previous studies were reviewed in developing the Plan, including the Downtown Parking Study conducted in 2019 and Downtown Utility Analysis, which analyzes the feasibility of relocation of overhead utilities underground.

Staff Recommendation
Staff recommends approval of the proposed Downtown Streetscape Master Plan.

Planning and Zoning Commission Recommendation
Staff recommends approval of the proposed Downtown Streetscape Master Plan with a vote of 6 to 0.
