Title
Approving a resolution setting a March 25, 2014 public hearing date before the Pflugerville City Council to receive public comment regarding the proposed land use assumptions and capital improvement plan (CIP) for revising Pflugerville’s water and wastewater impact fees.

Summary
The City of Pflugerville utilizes water and wastewater impact fees to insure that new development assumes a portion of the cost of growth and development within the utility system. Chapter 395 of the Texas Local Government Code establishes the framework for the establishment of impact fees. Sec. 395.042 requires the City to update the land use assumptions and capital improvement plan (CIP) at least every five years.

City staff has worked with Lockwood, Andrews, and Newnam, Inc. (LAN) to revise the land use assumptions and CIP as required by Chapter 395 of the Texas Local Government Code.

Status
As required by Chapter 395 of the Texas Local Government Code, a Water and Wastewater Impact Fee Study considering the capital improvements included in the new Master Plans, adopted by the City Council on January 28, 2014, has been completed.

Staff presented the studies’ land use assumptions, updated fees and schedule for adoption to the Capital Improvements Advisory Committee (CIAC) at its February 3, 2014 meeting, and will meet again with the CIAC in April for comments and feedback. This resolution provides for a 30-day publication notice for a public hearing to be set for the City Council’s March 25, 2014 meeting.

Deadline for City Council Action
The Water and Wastewater Impact Fee Ordinance is planned for adoption by the City Council on April 11, 2014.
