Summary
The Cottonwood West Lift Station and Force Main Project is in the 5-year Capital Improvement Plan (Project No. WW 2302). The project was recommended in the 2023 Wastewater Master Plan. This item supports the Infrastructure Pillar of the Strategic Plan.
The original Professional Services Agreement from 2023 was based on the assumption that the project would not be funded through EPA Water Infrastructure Finance and Innovation Act (WIFIA). As a result, the scope of the environmental study outlined in the original agreement does not fully meet EPA requirements. Additionally, the city has decided to combine the force main and gravity interceptor to a single project bid. The gravity interceptor was designed by a different consulting engineering firm contracted by a developer.
Under this amendment, Kimley-Horn will be responsible for conducting an environmental and cultural resources study for the downstream gravity interceptor, as well as performing an additional desktop study for the lift station and force main to ensure compliance with EPA requirements for WIFIA funding. Kimley-Horn will provide bid and construction administrated support for the downstream gravity interceptor project which was excluded from the original agreement.
