Approving a resolution of the City of Pflugerville, Texas authorizing the City Manager to execute an Agreement for a Local On-System Improvement Project (LOSA) with the Texas Department of Transportation (TxDOT) for roadway work associated with the FM 685 at Pecan Street intersection improvement project.

Summary
The Texas Department of Transportation requires approval of a Resolution and execution of a Local On-System Agreement (LOSA) prior to authorizing the City to perform work within the State right of way. The LOSA is used by TxDOT for construction projects within State right of way when the local government proposes to perform and fund all elements of the project. TxDOT approval grants the City of Pflugerville the ability to work within the State right of way to construct the intersection improvements at Pecan Street, a TxDOT roadway known as FM 1825, and FM 685. The City is responsible for the full cost of managing and performing all engineering and construction activities for the project. Authorizing the City Manager to execute the LOSA allows TxDOT to approve the proposed improvements prior to commencement of construction.

City staff has been coordinating with the TxDOT North Austin Area Office on the project for concurrent reviews of approval of the project plans and specifications prior to authorization of work. The City will be required to obtain TxDOT approval prior to selection of the contractor and award of the construction contract for the project. The preliminary construction estimate for the project is $2,491,900, which will be the responsibility of the City. In addition, the design costs of $416,276.55 are the responsibility of the City and were previously approved and funded by City Council in January 2020.
