Discuss and consider action to authorize the City Manager to execute a contract for valve and hydrant maintenance with R&M Service Solutions, the lowest responsive bidder of 2 bids received on February 7, 2016, in the amount of $134,086.00.
Summary
This contract provides for preventive maintenance and inspections of all water distribution valves and fire hydrants throughout the City.
Per the American Water Work Association (AWWA) best practices, all valves should be cycled from full open to full close and back to open on a regularly scheduled basis to isolate any issues in the system that could interrupt service to customers and all fire hydrants should be inspected regularly to ensure their satisfactory operation.
Based on manufacturer guidelines and AWWA practices City staff have determined that the maintenance threshold for distribution valves is to be inspected every three (3) years and hydrants to be inspected every two (2) years.
This proposed contract is the first annual contract and will be followed each year by contract/s for specified areas to establish the appropriate testing protocol for valves and hydrants.
Deadline for City Council Action
Staff would ask the Council to authorize this action at this meeting in order to expedite the issuance of the purchase order. The contract specifies completion by September 30, 2016.
Fiscal Impact
The expense for contractual valve and hydrant maintenance is included in the fiscal year 2016 budget in the Water Distribution department maintenance contract line item.
