Title
Authorizing the City Manager to execute a Public Access Easement between Property Owners of Spring Trails Pflugerville Association, Inc. and the City of Pflugerville for the proposed public trail being constructed with the Spring Trails 10’ Sidewalk project.

Summary
The Spring Trails Preliminary Plan included hike and bike trails within the north and south sides of a tributary of Wilbarger Creek located between Springbrook Road and Schultz Lane. The Spring Trails 10’ Sidewalk project includes two segments of the trail, which will be constructed primarily on City property by the developer between Springbrook Road and Schultz Lane. Trail included with Phase 6 is along the northern portion of the tributary and will provide a trail head on Springbrook Road and Autumn Sage Way. Trail included with Phase 9 is along the southern portion of the tributary and will provide a trail head on Springbrook Road and connect to an existing trail head on Gantry Drive. In the future, the trail will continue along the northern section of the tributary and eventually provide a connection near Schultz Lane, however these additional segments are not included in the current Spring Trails 10’ Sidewalk project and will be constructed with future Phases 7 and 8.

Within Phase 6, a portion of the trail will cross over the Spring Trails HOA owned property located southwest of the intersection of Autumn Sage Way and Springbrook Road. A public access easement is necessary for the portions of trail located on HOA owned property for access and maintenance of the trail. The extent of the trails proposed along a tributary of Wilbarger Creek is consistent with the approved preliminary plan.

Approval of this item authorizes the City Manager to execute the easement and subsequently record it with Travis County.
