Summary
This agenda item requests approval of a conditional purchase agreement and associated conveyance documents between Acer Equities, I LLC (Parcel 2) and the City of Pflugerville as necessary to acquire the property in fee simple estate for the 18-Inch Gilleland Wastewater Interceptor Project and authorize the City Manager to execute the same. The project consists of upsizing approximately 2,700 linear feet of an existing 12-Inch Wastewater line due to its insufficient capacity. The purpose is to increase the efficiency, reliability, and capacity of the interceptor to allow for the conveyance of 2030 buildout flows.

This purchase agreement with Acer Equities I, LLC in the amount of $1,971,788 was agreed upon, subject to the City Council approval, based on appraisal obtained by the City. This parcel was identified for the condemnation process to acquire easements but after further discussions by the transportation and parks departments it was concluded that it would be in the City’s best interest to purchase this property in fee simple estate. This will help facilitate the construction of the 18-inch Gilleland Wastewater interceptor project and several other future projects across the transportation and parks departments. This will also eliminate the need for the condemnation process but also averted all associated additional costs.

This project supports the Residential and Node Development pillar of the strategic Plan, as well as the adopted Wastewater Master Plan.
