Discussion regarding the 89th Texas Legislative Session and legislative agenda priorities.
Summary
The 89th Texas Regular Legislative Session ended on June 2, 2025. A special session was called for July 21, 2025 with limited agenda set by the Governor. During the regular session, the City was successful in earning the Trail Capital of Texas designation.
The City pursued two additional bills, one allowing Pflugerville to retain state taxes from Qualified Hotel Projects for 10 years, and another preventing TxDOT from requiring cities to cover lost toll revenue from frontage road improvements. While neither advanced, the City is reassessing its priorities ahead of the 90th Legislative Session in January 2027.
This item is presented to facilitate discussion on outcomes from the 89th Regular Session and to begin planning for future legislative efforts.

January 28, 2025 - Council approved a resolution amending the City’s Legislative Agenda for the 89th Legislative Session.
October 22, 2024 - Council approved a resolution establishing the City's Legislative Agenda for the 89th Legislative Session.
