Title
Approving the purchase of new restroom fixtures and facility improvements from T.F. Harper & Associates LP at Scott Mentzer Pool, located at 901 Old Austin Hutto Road, in the amount of $64,914.15, and authorizing the City Manager to execute the same.

Summary
The Parks and Recreation Department proposes enhancement to the Scott Mentzer Pool bathrooms through the replacement of trim, mirrors, soap, paper towels, and light fixtures in the bathrooms and the installation of access panels for copper pipe replacement and repairs in the CMU block. This improvement is supported by the Parks, Recreation, and Open Space Master Plan goals to improve current facilities and reduce maintenance concerns. Over the past three years, recent inclement weather has caused damage to the restroom facilities, and these improvements seek to prevent those issues by replacing and upgrading the aging infrastructure.

Funding for this initiative is allocated from the Building and Improvements account of the General Fund. The designated supplier and installer, T.F. Harper & Associates LP, is a TIPS (The Interlocal Purchasing System) vendor under contract # 210 702 02. We do not anticipate any delays in opening Scott Menzter Pool due to these improvements and upgrades. The vendor has the fixture replacements in stock and the installer is a reputable, local parks and recreation vendor.

The Scott Mentzer Pool serves as a vital community resource, particularly during the Summer with FY 22-23 seeing 47,100 visits by 21,800 visitors for an average dwell time of 115 minutes. These improvements align with City Council's strategic objectives to foster community engagement through vibrant parks and recreation services.
