Approving a construction contract with Tankez Coatings in the amount of $326,500 for the Historic Elevated Tank Rehabilitation, and authorizing the City Manager to execute the same.

Summary
The City’s original elevated storage tank, located on 2nd Street, has been decommissioned for many years, but still stands as a testament to the origins of Pflugerville and the origins of the water system before the City became as populated as it is today.

Currently, the elevated tank needs various repairs to the structure to ensure that the tank continues to enjoy an extended life to serve as a monument to the origins of the Pflugerville water system. These repairs were identified by the rehabilitation design consultant along with an evaluation of the current coating system and what the coating consists of. As the elevated tank was coated well before current rules and regulations regarding potable water tank coatings were established, the coating system consists of very elevated levels of chromium and lead that need to be mitigated.

This contract will allow for any structural repairs to be made to the tank and will also remove the hazardous coating material in a way that mitigates any release of the heavy metals that are used on the coating system. As this tank is directly adjacent to both the Old Town Park and residential houses, the contract ensures that the work to be performed will not impact neighboring residents in any way. Staff have reached out to the neighboring residential properties to notify them of the work that is going to be done and have a good relationship with the adjacent property owners as we have coordinated various work being done in the past at the site.

This contract also calls for the tank to be repainted in the same style that it currently has to keep the existing font of “Pflugerville” on the tank as well as keep the same appearance of the gray metal color. The intent with this rehabilitation is to ensure that after the hazardo...
