Approving a professional services agreement with CP&Y, Inc. dba STV Infrastructure, in the amount of $597,230 to provide professional engineering services associated with the Wastewater Master Plan Project and authorizing the City Manager to execute the same.
Summary
The Wastewater Master Plan is included in the 2024 - 2028 Capital Improvement Program as Project WW2301.The 2020 Wastewater Master Plan recommended an update to the City’s Wastewater Master Plan document every five (5) years. With changing demands and significant growth, an update to the wastewater master plan will help to continue guiding the City’s wastewater utility growth and provide the necessary tools to analyze any proposed changes or additions to the system. This item supports the Infrastructure Pillar of the Strategic Plan.
The project includes development and updates of a wastewater model based on previously developed data, Geographic Information System (GIS) data and as-built data to develop a current wastewater model. The model will be calibrated by collecting wastewater flow metering data and rain gauge data. The model will be used to evaluate collection system capacity and future system improvements. Based on flow projections and recommended system improvements, a wastewater capital improvement plan will be provided for the 5-year, 10-year and build out scenarios. The results of the study will be summarized in a Wastewater Master Plan Report.
This project supports the infrastructure pillar of the City’s Strategic Plan and Comprehensive Plan by providing a safe, resilient infrastructure for our citizens, and is identified in the Fiscal Year 2024 Utility CIP budget.
The City desires to retain STV as Engineering Consultant to provide professional engineering services for this project.
