Approve a resolution of the City of Pflugerville, Texas approving the Community Development Block Grant (CDBG) 5 year Consolidated Plan for 2024-2028 and an Annual Action Plan for Program Year 2024.
Summary
The CDBG program provides annual grants on a formula basis to entitled communities to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The City of Pflugerville became an entitlement community in 2013 and is currently developing the third 5-year Consolidated Plan and Annual Action Plan. The Consolidated Plan serves as the application to the United States Department of Housing and Urban Development (HUD) for CDBG funding. The Consolidated Plan is designed to aid local jurisdictions in assessing their housing and community development needs and priorities. The priorities established by the Consolidated Plan are carried out through actions and activities each year as established in the Annual Action Plan. Potential activities, include but are not limited to, sidewalk installation or repair, street improvements, streetlights, parks, parks improvements and recreation programs for low- to moderate-income citizens and/or areas.
For the 2024-2028 Consolidated Plan the high priorities that are recommended are infrastructure and community service. These priorities were determined based on a variety of feedback received from citizens and service providers for Pflugerville in the community. Infrastructure, specifically transportation, needs were consistently mentioned through community engagement received through the Analysis of Impediments (AI) to Fair Housing process as well as feed back received from service providers.
