Title
Approving an amendment to the Reclaimed Water Master Plan professional services agreement with DCS Engineering, LLC to amend the original agreement's scope of services, timeline and fee, for an additional cost of $70,600 for the preparation of water and wastewater operating permit renewal applications required by the Texas Commission on Environmental Quality (TCEQ) and authorizing the City Manager to execute the agreement.
 
Summary
This supplemental agreement provides for the permit renewal preparation and application processing assistance for the City's Texas Pollutant Discharge Elimination System (TPDES) Permit Renewal applications to the TCEQ.
These services include preparation of four separate permit renewal applications for the Wilbarger Creek Wastewater Treatment Facility, Upper Gilleland Creek (Central) Wastewater Treatment Facility, New Sweden Wastewater Treatment Facility and Lake Pflugerville Water Treatment Facility. The permits will be prepared and submitted to TCEQ on behalf of the City for renewing the permitted treatment capacity phases for all of the existing permitted flows and disinfection methods at each of the four permitted facilities by March 1, 2014.
 
The attached agreement has been reviewed and approved as to form by the City Attorney.
 
Status
DCS Engineering was selected to prepare the applications as a part of their task with the development of the Reclaimed Water Master Plan because of the company's detailed knowledge and understanding of our water and wastewater system.
 
Projected Future City Council Action
A completed Reclaimed Water Master Plan will be presented to the City Council for approval upon completion of the plan.  
 
Fiscal Impact
Funding is available through the 2014 Utility Fund Budget.
 
Staff Recommendation
Staff recommends approval of the agreement.
