Summary
This agenda item requests approval of a construction contract with Capital Excavation in the amount of $14,893,736 for the Kelly Lane Phase 2 (Project). This item supports the Infrastructure pillar of the Strategic Plan by expanding the City’s roadway network.

The Transportation Master Plan which was adopted by City Council in November 2019 identified Kelly Lane as one of the three major regional connections of the City’s East-West corridors. While a large portion of traffic on Pflugerville’s roads serve residents, a substantial component of traffic is from regional travel. Continuing the Phase 2 improvements of Kelly Lane eastward, extends Kelly Lane as an arterial and major regional thoroughfare. This widening is anticipated to meet the increasing traffic volumes so Kelly Lane can operate efficiently and safely in the year 2040.

The competitive sealed proposal method was selected as the best value method for bidding this project. This project was bid pursuant to Section 2269.151 of the Texas Government Code using the competitive sealed proposal delivery method, based on predefined criteria as a best value to the City.

The project was advertised on February 22, 2023, as required. On April 13, 2023, at 2 PM the City received six (6) proposals and the results were read aloud for the record. A selection committee reviewed and scored the proposals based on the published criteria which included a check of the offeror’s references. Three (3) firms were shortlisted and interviewed. Capital Excavation was identified as the most qualified firm to the City. Cost optimizations were identified, and negotiations were undertaken.
