Title
Authorize the City Manager to execute a Public Utility Easement Agreement between Continental Homes of Texas, L.P. and the City of Pflugerville for a Public Utility Easement to be located along the east side of Kingston Lacy Blvd. in the Highland Park subdivision. The proposed easement is located within an unplatted portion of the subdivision and is needed for electrical service.

Summary
Recently the Highland Park Phase D, Section 2 final plat was approved by the Planning and Zoning Commission. Among the improvements within the final plat was the needed connection of Kingston Lacy Blvd. between the Highland Park and Highland Park North subdivisions. Kingston Lacy Blvd. between an alley north of Niobrara River Dr. and the Highland Park North subdivision boundary only included the right of way, and did not include the adjacent land which is planned for additional single-family lots in future phases. Following approval and recordation of the Phase D, Section 2 final plat, the applicant contacted the Planning Department requesting to create a public utility easement (PUE) adjacent to the east side of Kingston Lacy Blvd. The easement is needed now to adequately document where the electrical line is located that will provide service to the streetlights along the Kingston Lacy Blvd. extension. In the future, the residential lots that will be adjacent to Kingston Lacy Blvd. will be required to contain a 10-ft. PUE along their street frontage per the subdivision requirements. The proposed PUE will simply establish the required easement now along the east side of Kingston Lacy Blvd. and will be documented as such on the future final plats.

Prior City Council Action
Recently a relocation and associated vacation of a public utility easement for a gas line was approved for this phase of the subdivision.
