Authorize the City Manager to enter into an agreement with The Brandt Companies for the purchase and installation of an emergency generator for PAWS in the amount of $100,798.29 utilizing BuyBoard Contract 631-20.

Summary
Pflugerville Animal Welfare Services budgeted $100,000 in FY22 for the purchase of a natural gas generator in response to Winter Storm Uri. With the generator unit meeting budget at a cost of $99,825.00, it is recommended to require a payment bond in accordance with the state law provisions. For this reason the total cost for the generator and required equipment for installation equals $100,798.29 with the overage to be supplemented for out of the operational budget. The generator will be installed on a concrete pad outside the Dog Intake Building, the shelter’s newest building, and will provide power for essential regular operations including heat/air conditioning, washer and dryer operation and computer usage in the event of an electrical outage. The generator will enhance customer service, increase efficiency and provide temperature regulation for the safety and welfare of animals and staff at the shelter.

Currently, PAWS experiences several outages each year. Outages have occurred in both very hot and cold temperatures which create safety concerns. The shelter experienced five continuous days of power outage during Winter Storm Uri. In addition, services for residents including adoption processing, animal intake registrations and service payments are impacted when power is lost. Having a dependable backup power supply will eliminate these issues. In the event of a prolonged outage, the generator would regulate temperatures in the Dog Intake Building which is large enough to provide a safe space for all animals and staff to stay overnight if needed.
