Summary
The applicant is requesting for the approximately 5.05-acre property at 2125 Rowe Lane to be rezoned from Agriculture/Development Reserve (A) to Family- Mixed Use (SF-MU) for purposes of establishing a future residential neighborhood. The Single Family-Mixed Use (SF-MU) district is intended to address small lot, single family detached and single family attached (townhome) housing opportunities at a low to medium density. This district may be used in areas of 20 acres or less with direct access to major thoroughfares. Permitted Residential Uses within the SF-MU district include: Single Family Detached, Single Family Attached (3 or more units) Townhome, and Condominium as a single family detached or attached product. Non-residential uses that may be permitted with conditions include: Brewpub/Wine Bar, Daycare Facility, Dry Cleaning Minor, Financial Institution, Health/Fitness Center, Massage Therapy Licensed, Personal Services, Restaurant, Retail Sales and Services.

Conditions associated with non-residential uses include being part of a mixed use development, limited to an intersection of two collector or higher roads or major drive aisles unless the block is designed with at least two adjacent vertical mixed use structures, tenant spaces limited to no more than 5,000 square feet and no drive thru permitted,...
