Mr. Kowis has been involved in water related issues in Texas for more than 39 years. Born and raised on a dairy farm in northern Harris County near Tomball, Texas, Mr. Kowis graduated from Texas A&M University with a degree in Agricultural Engineering. He is a Registered Professional Engineer in Texas. Mr. Kowis began a career with Texas water resource agencies in 1972. He retired from the Texas Natural Resource Conservation Commission (TNRCC), now the Texas Commission on Environmental Quality (TCEQ), in November 1998 after 27 years of state service. From 1999 through 2005, Mr. Kowis had a consulting business where he assisted various clients with water related issues. In November 2005, Mr. Kowis began working for LCRA where he is responsible for regional water planning, water rights permitting and amendments, the LCRA’s Water Management Plan, groundwater issues and the development of LCRA’s Water Supply Resource Plan.
