Title
Approving a resolution for an interlocal agreement for joint and cooperative purchasing by and between the cities of Pflugerville, Round Rock, Cedar Park, Hutto, Leander, Georgetown, Taylor and the Brushy Creek Regional Utility Authority, Inc. and other eligible governmental entities and authorizing the City Manager to execute same.

Summary
Ms. Sabrina Schmidt, the City of Pflugerville's Purchasing Supervisor, has been participating in a regional purchasing group consisting of the cities and the utility district listed above. This group has been working to improve the efficiency of obtaining services and commodities for their governmental units. One of the ways to improve efficiency by reducing the time required for obtaining quotes and prices while increasing the range of vendors that participate in providing these quotes and prices, is to allow all of these governmental units to use each other's contracts that have been solicited and awarded per state regulations. Essentially, this group is forming an additional purchasing cooperative that provides the same purchasing opportunities as the Houston-Galveston Area Cooperative (HGAC) which the City has belonged to for over twenty years. Each Pflugerville bid will now include language that allows vendors to accept or decline the use of their pricing by the other members of the cooperative. Additional government entities can join the cooperative in the future by agreeing to the interlocal.

Each city has been working with its city attorney to develop this interlocal agreement that is acceptable to the entire group. Mr. George Hyde was very helpful in this effort by guiding the development of the document and approves this final document. The attached interlocal agreement will be approved by each entities' governing body. At that time, the cooperative purchasing group will be in effect. The Council will be notified through the City Manager's report when that occurs.
