Title
Approving the selection of Quorum Architects and authorizing the City Manager to execute a Professional Services Agreement in the amount of $37,300 for the Needs Assessment and Conceptual Plan for a new animal shelter proposed adjacent to Lake Pflugerville.

Summary
A request for statement of qualifications was posted in October 2014. Five architectural firms provided Statements of Qualification by the required deadline of November 17. The firms were evaluated and three firms were short listed for interviews. Interviews were conducted on December 18 and reranked on the basis of the interview exclusively. The results of the interviews, reference checks and ongoing experience with the firm generated this recommendation.

Status
Per the proposed agreement, the needs assessment and conceptual design will be completed within five months. The purpose of this effort is to provide the community, stakeholders, and the City Council with sufficient information to consider a bond proposition in the future.

Prior City Council Action
The City Council was provided with an update on various animal shelter improvement efforts on December 9, 2014, at which the City Council approved a motion to not only bring forward a consultant recommendation but also a professional services agreement with the recommended firm. At that time, the City Council also directed staff to proceed with the necessary short-term improvements to the existing animal shelter located at 1600 Waterbrook Drive.
