Approving the procurement of water treatment membranes in the amount of $122,459, and authorizing the City Manager to execute the same.

Summary
As part of the ongoing maintenance of the existing water treatment membrane system, the operations team must perform repairs on the existing system until the water treatment plant expansion project is completed. As part of this, staff will need to perform repairs on the existing Veolia (previously Suez) membranes to allow them to continue to meet State requirements for treated water with membrane systems. While staff will continue to make repairs to the membrane modules to extend their life until the water treatment plant expansion is completed, there are membrane modules that will need to be replaced to continue to extend the life of the system.

This purchase is to procure membrane modules for the water treatment plant to replace equipment during winter repairs as needed so that the system can be fully functional during peak summer demand in summer 2025. As this system will be decommissioned at the end of the water treatment plant expansion, operations staff will still be making repairs to the existing modules as much as possible to minimize the capital costs to replace membrane modules within the system. With the current system being a Veolia membrane system, the modules must be replaced in-kind with membrane modules from Veolia who is the proprietary supplier for the membrane modules used for the City’s water treatment plant currently. The costs for these membrane modules are funded out of the City’s Maintenance and Repair line item within the Water Treatment budget. This purchase meets the City’s strategic goal of infrastructure by continuing to maintain existing infrastructure to be resilient to meet City water demands.
