Summary
In Spring 2024, Clarion Associates was retained to provide an assessment of the Unified Development Code for purposes of identifying recommended adjustments to the Unified Development Code to further implement the Pflugerville Aspire 2040 Comprehensive Plan. The consultant met with staff to learn about experiences using the Unified Development Code, objectively reviewed the Comprehensive Plan and current Unified Development Code, and has provided suggestions for adjustments to better align the code with the Aspire 2040 Comprehensive Plan. Suggested amendments include increasing housing diversity with recommended improvements to current zoning districts, establishing or expanding mixed use opportunities, development standard updates which encourage higher/preferred design standards, re-evaluating parking, adjustments to landscaping and open space requirements, and increasing connections from neighborhoods to other districts using trails. The assessment report also suggests amendments to the procedures section and formatting of the overall document to increase ease of use. Overall, the consultant noted the current Unified Development Code is a strong document that already incorporates many of the items that the consultant typically recommends. The suggested adjustments included in the assessment report will assist with the guiding principles of the Comprehensive Plan by enhancing the sense of place, provide suggestions on how to initiate mixed use, offer additional opportunities to assist with housing and affordability, and improve the overall userability of the code.

June 3, 2024: Planning and Zoning Commission held a worksession to discuss the Unified Development Code analysis.
April 5, 2024: City Council approved the selection of Clarion Associates for an assessment of the Unified Development Code.
