Summary
This project (CIP# TR2101) consists of the reconstruction and widening of Picadilly Drive (Central Commerce to IH-35 Frontage Road), Royston Lane (Grand Avenue Parkway to Central Commerce), and Central Commerce Drive (City limits to Picadilly Drive). This project is part of the 2019 and 2020 General Obligation bond programs.
Construction consists of roadway widening and reconstruction, new stormwater pipe systems, street lighting, and ADA curb ramps all within the existing rights-of-way. The design also incorporates pedestrian, bike, and shared-use path facilities in accordance with the City’s Transportation Master Plan and Trails and Parks Development Plan.
Using a competitive sealed proposal bid process using selection criteria outlined in the project manual, out of the two bidders, Capital Excavation Company, Inc. was identified as the contractor offering the "best value" for the city. For this project, the FY2025 CIP budget for construction is $11,148,296, for design is $1,097,431, and for contingency is $2,562,691.00 for a total budget of $14,808,418. With the approval of this construction contract, total encumbered for this project is $16,433,577.60, which is $1,625,159.60 over the budget. The construction bids submitted exceeded the construction budget, which is based on an opinion of probable construction cost and is subject to adjustments from actual estimates from contractors. Roadway impact fee revenue covers the overage.
The construction will be substantially completed in 510 days and finally completed in 570 days from the notice to proceed, expected to be issued in January 2025.
