Title
Approving a Supplemental Professional Engineering Services Agreement with Halff Associates, Inc. in the amount of $40,000 for the preparation of a Master Plan for Lake Pflugerville and authorizing the City Manager to execute the agreement.

Summary
City staff is currently working with Halff Associates, Inc. to develop a feasibility study for an athletic complex and a park development plan for the Randig Tract. Staff has determined that as a complement to the current study, a Lake Pflugerville Master Plan is also critical to determine what amenities and facilities are needed at the lake to support the community.  Staff asked Halff Associates, Inc. to prepare a scope of work for the requested additional services and the work presented in this supplemental agreement fulfills the needs of the additional requested services.

Prior City Council Action
City Council approved an agreement with Halff Associates, Inc. on August 28, 2012 for the athletic complex and Randig Tract feasibility study in the amount of $129,900.

Projected Future City Council Action
Upon completion of these studies, the City Council will be requested to adopt the various plans.

Fiscal Impact
The funding for this study will come from the 2013 General Capital Reserve Fund as approved by the City Council at the January 22, 2013 City Council meeting.

Staff Recommendation
Staff recommends approval of the agreement.
