Summary
After City Council approved the wholesale wastewater agreement with Texas Water Utilities in April 2025, City staff immediately began working with Texas Water Utilities on the process to get this retail service area transferred over to Texas Water Utilities to take over the retail service portion of the customers being served in Pflugerville Heights and the Pfairway Office Park. As the City is the retail water provider for these areas, the water usage data that is collected will need to be transferred over to Texas Water Utilities on a recurring basis to ensure they can accurately bill for the retail wastewater service they will be providing.
In order to transfer this data over, an agreement was needed to ensure that both all data was collected accurately and that the City was reimbursed for the cost to provide that query and send that data to Texas Water Utilities monthly. Both Texas Water Utilities and the City worked collaboratively to find an agreement that would work for all parties to be able to effectively operate their systems.
The agreement that is being considered would allow for the City to transfer this water usage data to Texas Water Utilities for these customers that will be provided retail wastewater service from Texas Water Utilities and collects a nominal fee on the data that will be transferred on a monthly basis. With the approval of this agreement, staff will be able to finish the migration of this area to have retail wastewater service provided by Texas Water Utilities in conformance with the wholesale wastewater agreement that is currently in place and would alleviate the City from having to provide retail billing on the wastewater service for Pflugerville Heights and Pfairway Office Park.
