Summary
This agenda item requests approval of a Professional Services Supplemental Agreement with CP&Y,Inc., dba STV in the amount of $695,350 for owner’s representative construction phase services associated with the Wilbarger Creek Wastewater Interceptor project. This item supports the Infrastructure Pillar of the Strategic Plan.

The Wilbarger Creek Wastewater Interceptor (Project WW2002) involves the installation of approximately 12,300 linear feet of 54-inch and 48-inch Wastewater Interceptor. This project is essential for conveying flow from the Carmel Lift Station to the proposed Wilbarger Creek Regional Wastewater Treatment Facility (WC RWWTF), with completion required before WC RWWTF Startup in Fall 2026.

Currently, the project is in its Final Permitting Phase, with the next step being the Bid Phase, and an anticipated Construction Notice to Proceed (NTP) in October 2024. The Interceptor project necessitates coordination with adjacent projects, as it involves complex large diameter pipeline construction and deep excavation.

Funding for the project is being provided through the Texas Water Development Board (TWDB) Clean Water State Revolving Fund (CWSRF) and the Environmental Protection Agency (EPA) Water Infrastructure Finance and Innovation Act (WIFIA) programs.

The City of Pflugerville has retained CP&Y, Inc. to provide Owner’s Representative Services to serve as the Owner’s liaison between the Design Consultant, Construction Contractor, the Texas Commission on Environmental Quality (TCEQ), Texas Water Development Board (TWDB), and other stakeholders for the Wilbarger Creek Regional Wastewater Treatment Facility (and Wilbarger Wastewater Interceptor (WWI)...
