Approving a master service agreement with Ashbritt, Inc. for Storm and Disaster recovery services, and authorizing the City Manager to execute the same.

Summary
As we have seen over the past few years with Winter Storm Uri, Winter Storm Mara, and most recently Winter Storm Heather, there has been an apparent increase in inclement weather events, leading to an increased need for cities such as Pflugerville to remain ready to provide services to our residents and ensure that all resources are in place. With all three relatively recent storms, the Public Works Operations team saw the largest impact with Winter Storm Mara as this storm caused major damage to trees, brush, and other vegetation, resulting in the city taking on the monumental task of collecting and removing of the material. As such, City staff secured services to assist in this effort with council approval at the February 14, 2023, council meeting.

Realizing the importance of readiness through preparation, city staff drafted a Request for Proposal (RFP) for Storm and Disaster Recovery Services in order to have a two-year Master Services Agreement in place with optional one year extension, allowing for expeditious response when faced with a disaster or storm event. Additionally, as a part of this agreement, the contractor will be available 24 hours a day, 7 days a week, as required by the city and must have a representative on site within 24 hours of notice.

On January 11, 2024, staff received nine proposal which were then reviewed, resulting in Ashbritt, Inc., a national turnkey rapid-response disaster recovery and special environment services contractor, as being the most qualified.
