Title

Summary
The overall goal for the Water Master Plan and Wastewater Master Plan is to develop a comprehensive Water Capital Improvements plan for the water treatment and distribution system and a Wastewater Capital Improvements Plan for the wastewater treatment and collection system. The Water and Wastewater Master Plans were approved unanimously by the Planning and Zoning Commission on July 17, 2023.

Freese and Nichols, Inc. (FNI) was selected as the consultant to develop an update to the Water and Wastewater Master Plans, with the intent to determine the City’s commitments for water and wastewater services and appropriate updates to the planned infrastructure included in the City’s Fiscal Year 2024-2028 Five Year Capital Improvement Plan.

FNI was requested to revise the 5-Year Capital Improvement Plan (CIP) for the water and wastewater systems based on updated growth patterns and revised service plans. The update also provides anticipated timing of a system wide Five-Year improvements to support new development and revised cost estimates for proposed CIP projects. These Master Plan updates supports the Comprehensive Plan and the City’s Strategic Plan Infrastructure pillar, with the goals for robust and resilient water and wastewater systems.

Both updated master plans confirm the operations of each system to enhance reliability, efficiency, and capability to service existing and new customers well into the future. Adoption of the updated Water Master Plan and ...
