Title
Discuss and consider action to approve a construction contract with Patin Construction, LLC in the amount of $10,745,101.35 for construction services associated with the East Pflugerville Parkway/Jesse Bohls Extension and Realignment Roadway Project, and authorizing the City Manager to execute the same.

Summary
The City of Pflugerville solicited competitive sealed bid proposals for the East Pflugerville Parkway/Jesse Bohls Extension and Realignment Roadway Project. The project consists of constructing the extension and realignment of East Pflugerville Parkway from Weiss Lane to Jesse Bohls Drive, providing a key east-west connection that will improve mobility, safety, and access within the City and the region.The project includes approximately 0.94 miles of roadway construction, consisting of paving, grading, stormwater systems with detention, drainage culverts, erosion control, pedestrian facilities, signage, pavement markings, illumination, and traffic signals.

A total of nine (9) proposals were received and publicly opened on September 23, 2025. Of these, six (6) bids were considered complete and responsive, while three (3) were deemed incomplete. The bid amounts ranged from $10,745,101.35 to $15,992,026.66. Following a comprehensive evaluation of bid responsiveness, qualifications, and prior construction experience, LJA Engineering, Inc. recommended awarding the construction contract to Patin Construction, LLC as the lowest responsible bidder offering the best value to the City.

The project will be funded through the 2020 General Obligation Bond Program and is a joint effort between the City of Pflugerville and Travis County through an existing interlocal agreement.

The improvements will enhance regional connectivity and support the Mobility Infrastructure and Connectivity Pillar of the City’s Strategic Plan by improving roadway safety, resiliency, and traffic flow.
