Summary
This agenda item requests approval of Professional Services Supplemental Agreement No. 5 with Johnson, Mirmiran & Thompson (JMT), the engineer of record, to provide additional design engineering services and construction administration services in the amount of $537,554 for the Kelly Lane Phase 2 roadway improvements project. This agenda item supports the Infrastructure pillar of the Strategic Plan, by ensuring the roadways built will meet current and future needs.

The 2019 Transportation Master Plan identified Kelly Lane as one of the three major regional connections of the City’s East-West corridors. This identified need and current congested conditions indicate the importance for widening Kelly Lane from the existing two-lane section to a four lane section extending the arterial section and continuing the build the major regional thoroughfare in the easterly direction. This reconstruction and widening of the roadway, and the Phase 3 segment to Weiss Lane/Hodde Lane will keep pace with the increasing traffic volumes so Kelly Lane can operate efficiently and safely through the year 2040.

The best qualified offeror and recommended contractor for the project provided major cost optimizations to change the drainage from box culverts crossings to standard Texas Department of Transportation bridges. Upon further detailed discussion with the contractor and evaluation team and in consideration of ongoing maintenance and operations and recent rain events, the change to bridges is an improvement to the overall roadway and drainage system.
